Characters are allowed to command some NPC forces of their own, be it a team, a squad, crew for vehicles (say you're using a tank or something), and so forth. Officer characters commanding larger forces I'd also be okay with. Just do so with an eye to balance, however. If you're gonna be, say, a major with loads of guys at your disposal, they better be pretty expendable mook-ly. This also covers summoners, necromancers with spooky zombie minions, and so forth.
