Capital as the citadel is the heart of the empire. Note that unlike the game, this will be realistic and the citadel isn't just a small fortified base but the full sized pentagon, with all of it's technological and structural advantages. It's not 15 people training in the center but hundreds if not thousands of BoS based here.
