Fenn's shackles are fairly wide, but they're not really acting as a shield. The chains coming out of them envelop much of his arms. Much of Fenn's body is covered in scales. I am aware spraying is a thing. Fenn is large. Assume most bullets landed. Most either ricocheted off the chains, off the scales, or sunk shallowly into softer areas closer to articulations. Near the shoulders and elbows, I would suppose. Similar areas in his lower body too, perhaps. Fenn is twice as tall as a human when on all fours. Fenn, not the human. Think of it as an elephant-sized bear in a berserker rage bearing down on the character. 

Fenn is supposed to be a tank. He's more like some of the boss character in DMC. He won't be dodging a lot of stuff from the smaller action protagonists, but he will take a lot to slow down.

EDIT: If itano doesn't show up, I'm willing to work on the fight as a collab, or something of the sort, to ensure we are both satisfied with the end product.
