A simple Fireball Technique would work. And might I suggest you add in Katon: Housenka no Jutsu ("Phoenix Fire Technique", I think the English name is), to get the whole controlling-with-chakra aspect of things into it. It's C-rank, so it's plausible that your character would have learned this.
