One idea might be to use the more 'conventional' terms for spirits as the label for those which can interact with the physical world, as they're the ones more likely to have inspired humans to figure out specific names for them. Ghost, wraith, spook, spirit, angel, fairy, sylph and so on. Other terms that are less specific would be used for non-interactive spirits because people care about them less. Wisps, shades, flickers, apparitions, tricks of the light, or even more vague terms that don't really acknowledge the independence of the spirit, like referring to non-interactive spiritual activity as omens or 'bad luck/magic'.
