Welcome to the Guild! Exactly what Sickle said, there are different rules for each one. Anything in the Free, Casual or Advanced sections have a small subheading called Join Status which will let you know whether they are open or not. :D Then the first post in the OOC should give a breakdown of the GMs core rules (generally speaking this is the case, but not all GMs do this, particularly in Free).
