one method:
Shield of spell storing is set to release the spell when a player is successfully hit as part of a contingency.
Set a thunder or sonic based spell and there you go.

other method: 
take the same cost as a wand of (thunder or sonic spell) and add the cost to a +1 shield. you now have a +1 shield that casts the thunderclap or whatever whenever struck.
