I like the "both" idea.  It falls squarely in line with Quinn's motivations to want to maintain a settlement, but not until he is able to eradicate the Blood Army threat.
Of course, it fits everybody else's characters as well.

And I feel like there's a distrust angle to be played when (or if hahahaha) Quinn reveals his prior BA allegiance.  
Exciting times lie ahead, that's for sure.
