If, say, the aggressor is proven to be in the same general area(state, city, etc), or perhaps has a photograph of the possible victim's house(in that case it would need to be proven that the aggressor was the one that took the photo. If they had not, and just dug it up from some image site, it's unlikely that they would actually know where the victim lives. If local/state/federal authorities can put these factors together and determine that the aggressor has such apparent ability, then the threat(s) is credible. Random Billy Bob in Texas anonymously sending a five-word tweet to Journalist-A in Canada won't hold much water.
