First of all, he's not a caveman, he's a [i]barbarian[/i]. They even have basic metalworking. He doesn't speak English/Japanese very well because it's not his native language.

And most of the student body has really dangerous magic anyways. Your own GMPC only has magic with, like, only military applications. One of the students was even originally going to be a lich, so that says a lot about school safety.
Plus, isolated study wouldn't be as good for societal reintegration.
