The Central Government n the Greenlandic capital mostly deals with foreign issues such as issues of defense, treaties, and trade. The three Regions - Greenland, Iceland, and the King's Islands (UK) are mostly left to their own devices, albeit they must contribute tax money, use the same currency, be a part of the same economy, and participate in any Central Laws that are enacted. They also use the Central Government's High Court as a way of solving any disputes between the three main Regions. The three main Regions each have an elected Speaker, who acts as the President of the region, and as an ambassador the Central Government. The Regions are their own small examples of a semi-autonomous government, dealing with their own internal affairs while the Central Government worries about the outside world. They function with a Speaker, Parliament, and High Court. The Parliament acts as the voice of the smaller subdivisions of the Region, which are Counties, and the Speaker acts as the final voice in all matters, much like the President does over the Speakers themselves. [hider=Oceos maps] Yellow dots are major civilian ports. Cyan is naval bases, black dots are notable cities, yellow dots are airbases, and the plum rhombuses are Regional capitals. Oceos maintains and enforces a standard 200 mile EEZ, 12-mile territorial water boundary, and a 24-mile contiguous zone. There are exceptions and these are allowed if the coastlines of a neighbor are too close. It is the only region with significant agricultural production, and also can provide many ores without the intense drilling required in Greenland. [img]http://i.imgur.com/g7R5QH1.png[/img] Some older settlements were either rebuilt or were named in remembrance of lost settlements. [/hider] Foreign Relations: Oceos mainly exports artisan goods (like furniture and autmobiles) as well as crude oil and refined petroleum products. They are also a huge producer of raw ores and refined metals, since the warming of Greenland has exposed so many deposits. Although there may be some religous conflicts due to the Oceons' religion and very nature, as has happened in the past, the Oceons try to be peaceful and try to be good-natured. Head(s) of Government: President and Council of Speakers. Persons of Importance: The President is very important, of course. Currently, President Wilhelm Rasp, a stocky, gray-nosed snow leopard, is in his third three-year term of presidency. He is in a similar role to the former US' president. Although quiet and somewhat reserved, he is very intelligent and very witty. Another important person is Admiral Tintin Beck. He is the daring human commander of the Oceon Navy flagship [i]Song of Storms[/i] - an enormous aircraft carrier 1,000 feet in length and powered by enormous steam turbines. He holds one of the highest rankings in the entire Navy and is near the top of the command chain. There are the three major sections of the Confederacy with their appointed representatives to the central government, and act as the presidents of the region's Parliament and lower government bodies. Greenland's head, or Speaker of Government, is Britt Gardenar. She is an imposing orca with a quiet disposition but a fierce attitude if provoked. She has been the Speaker for the sparsely populated homeland of the Oceons for a long time now, four four-year terms, and it does not look like the Greenlanders want her to leave anytime soon. This is for a good reason... Greenland has prospered under her rule, and she usually gets her way with the Federal government. The fractured remains of the United Kingdom have come to be known as the King's Islands. The Speaker of that region is Willis Stone, a controversial figure who is a lanky, young hare. He is defined by his brash attitude and loud voice, and his "shady" methods in politics. He might have bribed a few people, he might have a hidden agenda, he might be making controversy and carrying out smear campaigns, but hey, he's getting his job done, right? He is in his second term so far but it is doubtful he will get much further. Jaylen Cole is the Speaker of Iceland. He was good at first but midway through his third term he suffered a terrible accident aboard an ocean liner. The [i]Moreau[/i] grounded herself on a hidden reef near one of the nation's many islands, and she capsized rapidly. Jaylen was found in the water by a Navy chopper with no vital signs, knocked out by hypothermia. He was revived, but he was changed. He will likely not win a fourth term, as he has become quiet and often loses his train of thought. Doctors have examined the wolf for any signs of medical issues, and their silence has alarmed many. Race(s): They are genetically modified anthropomorphic animals, mostly arctic and cold weather species such as foxes, polar bears, orcas, hares, leopard seals, etc... although more species are being slowly incorporated. There is also a minority of humans still around, most of them Greenlanders, Icelanders, or those from the UK. (so yes, furries.) Population: Roughly 30 million Culture and Religion: The Oceons have always had a close connection to the sea since they are mostly near the ocean (the Northern and Central regions of Greenland are sparsely populated). When they were dumped off in a remote, frozen corner of Greenland at the beginning, their culture inevitably reformed. It became a very liberal, very open-minded culture since survival was too much of a struggle for them to bicker about smaller issues. With the population scattered and the laws lax, the country is a sort of Wild West, albeit with a surprising lawfulness. It is very much a "make your own happiness" sort of place, where some folks choose to vanish into the wilderness and never surface while others choose to wander the country. Others settle down and live a typical family life. Unemployment is low, and so is poverty, although it is said that the country lacks some motivation. The people of Oceos speak English for the most part, although native languages are still scattered about. The Oceons do not like waging warfare either, and will prefer to settle something diplomatically if at all possible. For some reason, Hellenism became the primary religion. Many blame this on a couple of very charismatic Hellenistic sisters who gave hope to the first frozen group of Project Moreau's experiments, and as such had their teachings passed down through generations. Now there are oddly Greek temples scattered across the land. Pre-Cataclysm Technology: The Oceons did not have a lot in the first place. They had advanced climate control equipment and supercomputers for predicting the harsh weather and managing the sprawling research base. The Moreau Project was also a foray into sustainability, and many cutting edge sustainable technologies and practices were tried at Moreau. Now the Oceons live a luxurious lifestyle in structures that are made of natural materials. The population has few large cities or dwellings. The people of Oceos are scattered across the landscape in many different towns and villages, leading to a further diffusion of law from the Confederate government. High efficiency is the standard and the goal, with many things being made of recycled scrap material or waste. Although there is an effort being made into standardizing and optimizing hydrogen fuel cells and biofuels, most cars and other civilian vehicles in Oceos are either steam powered or diesel powered. The jet airplanes run on standard kerosene-based fuel, although again, forays are being made into greener fuels. Telephone lines span across all of the Regions and Counties, with many submarine cables connecting the various islands. There are a handful of black and white television networks and a good number of radio stations across the land. History: Oceos finds its roots in an experiment conducted by the US Government, with Denmark, Canada, and Britain as partners. The goal was to create a soldier that had little issue with living in harsh winter conditions. The project continued slowly for many years in the darkest shadows, finding funds where it could until it was finally born into the world as Project Moreau. It was named as such because a rather drastic measure was found to create the soldier everyone dreamed of... "volunteers" were genetically enhanced with animal traits from various arctic species. The first species used were polar bears, orcas, and arctic foxes. A group of around thirty were sent to a remote section of Greenland and left to live on their own with just a radio for outside communication and an old, run-down ferry as their only link to the mainland. The habitats they lived in were sub-surface and powered by windmills and solar panels. The project went well, and over time, the habitat swelled to a village of 225. They were nearly self-sufficient and were even allowed to create a tiny militia for self-defense in case of any hostilities. Then one day, the supply shipments stopped coming. One last transmission was broadcast to the colony, and it was garbled and unreadable. This day was known as the Day of the Last Signal. The Moreauians waited. And waited. And waited. Four overdue shipments, four overdue status broadcasts, and four weeks later, a crew of twenty boarded the ferry named [i]Virginia Dare[/i] and steamed to Canada, against direct orders. The crew found a land laid waste by atomic fire, and then she was fired upon by the last remains of the warring armies of the Old Countries. She and her battered crew returned to report her findings. Another expedition went overland to more populated areas of Greenland and found the nation in pure chaos as the world collapsed around it. The Moreauians mobilized and did their best to bring the rioting nation under control. Many had already died and the dark days that followed were not much better. Some Greenlanders assimilated and underwent the genetic modifications, others assimilated minus the modifications, and others refused to join and continued to fight until their deaths. The Moreauians slowly gained control of Greenland, and then branched out to other lands to the East and West. To the West, Canada and the rest of America were too hostile, but the island nations of the East were still mostly unorganized. It was an arduous and sometimes bloody task, but the nation of animal crossbreeds eventually carved out a land for themselves and any humans who had decided to join. The Government was a haphazard, almost anarchic mess at first. It was decided after the incorporation of Iceland and the Faroe Islands that a better government was needed, and as such the Constitution of Oceos was signed, and the Articles of Confederacy ratified. The motley assortment of battered islanders pushed on, and slowly morphed their cracked array of lands into a powerful Confederate nation while branching out and trying to keep the world from cracking once more. It is unknown how the rest of the world will react to the hybrids, or how the island nation will be accepted as she spreads her gentle voice of partnership and unity across the world. Military: Their military is focused mainly on naval power and air power. The Navy is a large force consisting of ten destroyers, nineteen frigates, six cruisers, thirty-one corvettes, one supercarrier (eighty-five aircraft), two assault carriers (forty aircraft), and ten attack submarines. There are also assorted smaller brown water, patrol, and support vessels. [hider=Ships of the Line] [b]Corvettes[/b] The smallest ships of the line. Used on near-shore patrols and fast interdiction missions. [i]Helios Class[/i] An older class of corvette, rapidly being replaced. The ten still in service are powered by steam turbines, have one eighty-eight millimeter cannons (mounted forward in a rectangular turret), a traditional almost fishing boat-like hull, squat, bunker-like superstructure, and strut-heavy radar and sensor masts. The ship also has two twin twenty millimeters and four fifty caliber multipurpose weapons. It has depth charge launching equipment as well. They are somewhat slow, only capable of fifteen knots, and are a little big for a corvette at 220 feet, but nonetheless are classified as such. It takes 90 crew for one of these. [i]Hades class[/i] A much newer and better class of corvettes with a sleek trimaran hull that pierces the waves, and with a somewhat more streamlined if still castle-like superstructure. There is still a depth charge system and a single eighty-eight-millimeter cannon forward, but it is fitted with a new autoloading system which increases its fire rate, and it has new fire control. This vessel has two single barrel twenty millimeters, four fifty calibers, and a two-rail launch system for an IR-guided SAM on the very rear. These IR guided missiles are short range and not too reliable, but show a lot of promise with further development. They are locked to bare rails and reloaded by swiveling to vertical above trap doors in the deck, where an autoloading mechanism slides fresh missiles onto the racks. This ship can hit twenty-eight knots with her steam turbines, is 215 feet long, and takes 85 crew. Twenty are in service and ten more will replace the Helios class. [b]Frigates[/b] [i]Chariot class[/i] The newest class of frigate, eleven in number and armed with two 4 inch guns, five twenty millimeter cannons (one fore), six fifty caliber guns, two of the double-rack IR guided Hercules SAM systems, a helicopter deck, depth charge guns, and a depth charge rack. They have a streamlined catamaran hull, measure 310 feet in length, and have a crew of about 200. Their superstructure follows the Oceos tradition of looking like the ship has a castle growing on her back, with a strutted radar antenna jutting out of it and two rectangular stacks that split near the top and angle outwards. They can reach a speed of twenty-four knots with their steam turbines, and will replace the somewhat disappointing [i]Pegasus[/i] class. [i]Pegasus class[/i] An older type of frigate with an almost tanker-like hull. These ships are armed with a single five-inch gun, no aviation facilities, no SAMs, eight twenty millimeter cannons, four forty millimeter cannons, one seventy-six millimeter cannon, depth charge racks, anti-submarine mortars, and a very rectangular and utilitarian superstructure with three square stacks. The radar has blindspots due to faulty superstructure design and hasty retrofits have only partially solved the issue. Their crew numbers 215, and the speed only goes up to an anemic sixteen knots. The eight remaining vessels are being replaced as fast as possible. [b]Destroyers[/b] [i]Tempest class[/i] These slick trimaran vessels are 400 feet in length and have two twin five-inch gun mounts, one fore, and one aft. They have triple torpedo launchers on their outboard pontoons and are equipped with a bristling array of twenty and forty millimeter cannons plus a spattering of fifty caliber guns. They also have antisubmarine mortars, and an angled if still squat and utilitarian superstructure, with a single round stack jutting up behind the radar antenna. These ships have around 345 crew and can hit a warm forty knots of speed, with the agility to match. These are also the smallest ships in the Oceon Navy that can support a helicopter. [b]Cruisers[/b] [i]Promethius class[/i] Large, sleek catamaran tumblehome ships with four eight-inch guns in two twin turrets, one forward, one aft. They are bristling with a variety of twenty, forty, and seventy-five millimeter antiaircraft and secondary guns, as well as two Hercules SAM launchers and quad torpedo launchers on either side of the ship. They measure 615 feet in length, take a thousand crew, and can reach thirty-five knots in a straight line. They can support two helicopters. Their superstructures are tall and raked backward, but still angular, and their twin stacks are tubes like those on ocean liners. [i]Typhoon's Serenade[/i] and [i]Tempest's Sonnet[/i] These are the two assault carriers of the Oceon Navy. They are about 720 feet long and have sharp conventional hulls that rise high from the water. These ships have a bristling array of forty, twenty, and fifty caliber defensive armament, and even two five inch guns fore of the superstructure and one aft. The [i]Tempest's Sonnet[/i] has had two of these removed, and now has two Hercules SAM systems in their place. Both of them have a simple rectangular island starboard of the straight flight deck, which is armored and has three elevators. One just before the ski jump at the end of the flight deck, one at the reinforced rear where the jets land, and one to the side. Three slender stacks angle outwards on the [i]Sonnet[/i], while a single large stack carries exhaust from the steam turbines high above the deck on the [i]Serenade[/i]. Both ships can hit 24 knots, and both carry twenty NF-05 Apollo-Bs, as well as fifteen support and transportation aircraft. All aircraft that launch from these twin sisters have to be STOVL, VTOL, or STOSL. The straight flight deck and short length leave no room for conventional carrier-borne aircraft. About nine hundred Oceons man these. [i]Song of Storms[/i] A one thousand and ten foot monster of a ship. She has four Hercules SAM launchers, several batteries of 76, 40, and 20-millimeter guns, and fifty caliber machine guns. She has a flight deck angled to 25 degrees, two aircraft catapults, four arresting wires, and has four elevators, one fore, one aft, and two to the side. The [i]Song of Storms[/i] carries seventy NF-05 Apollo-As and twenty support aircraft. She has a large island midway up the ship with several protrusions and balconies, and a variety of antennas and sensors in geometric housings. She can sprint up to 30 knots and has a crew of around 5,000. She is the ultimate ship the Oceons have. [/hider] [hider=Noteworthy Naval Aircraft] The Navy has two variants of one type of fighter, the NF-05 Apollo. [img]http://i.imgur.com/6DZhVnN.jpg[/img] It comes in a longer range variant (the A, capable of ~850 MPH) for the supercarrier, and a shorter range and somewhat slower (~800 MPH) STOVL version (the B) for the assault carriers, equipped with a swiveling exhaust and specialized flaps. Both variants are armed with twin twenty millimeter cannons in their noses, two IR guided missiles on the outboard wings, a centerline hardpoint (1,000 pound bomb on the A, removed on the B, can also mount napalm or a fuel tank) and inboard wing hardpoints (rockets or 500 pound bombs), radar, and radar guided gunsights. Both of them have tailhooks. [/hider] All of Oceos' aviation is made of rugged, durable turbojet aircraft and piston-engine-powered helicopters, utilizing somewhat developed radar, cannons, and early IR missiles. The Air Force maintains a large section of multirole fighters, attackers, and bombers. This Air Force is based on various stations across the islands. One hundred and twenty-five fighters, sixty strike fighters, and twenty bombers make up the Air Force's main body of aircraft, although there are various other support aircraft within that branch of the Oceon military. The Air Force jets are painted a dark green and light green globular paint pattern, with a white triangle as the roundel and insignia of the OAF. [hider=Noteworthy Aircraft] ASF-9 "Dragoness" [img]http://i.imgur.com/I7PnWb3.jpg[/img] A highly maneuverable single-engine fighter capable of high subsonic (~920 MPH) speeds with four twenty millimeter cannons in its "cheeks" and the ability to carry two Artemis II infrared missiles snuggled up underneath its wings. It also has an early airborne radar and a radar-guided gunsight. It can carry two small bombs under its wings but this comes at the expense of no external fuel tanks, limiting its already limited range due to Oceon engine technology. [img]http://i.imgur.com/HcePcFt.jpg[/img] AF-70 "Polestar" A slower but much more heavily armored twin-engine jet capable of low subsonic speeds (~650 MPH) and armed with four thirty millimeter cannons. It has two hard points on the wing inboard of the engines (500-pound bombs, napalm, or rockets), a centerline hard point (1,000-pound bomb, cluster bomb, or larger napalm tank), and two external fuel tanks outboard of the engines. It also has primitive airborne radar and a radar-guided gunsight. [img]http://i.imgur.com/rErbOwe.jpg[/img] B-101 "Selene" A four-engine bomber capable of carrying 6,000 pounds of bombs in an internal centerline bay. The cockpit is pressurized with a pilot and a bombardier/tail gunner, who controls the rear twin thirty-millimeter gun turret or ventral twin twenty-millimeter turret remotely. The gun turrets automatically switch on or off depending on which ones can fire in the operator's desired direction, or at his/her own discretion. The Selene has two forward firing twenty-millimeter cannons for self-defense as well. The Selene can reach very low subsonic speeds (~600 MPH) and has a decent range. This aircraft carries a primitive computing bombsight (think Norden bombsight) and early airborne radar. [/hider] The Oceon Marines are the third branch of the Oceon Military and acts as Oceon's infantry. They are an expeditionary force equipped with a small force of assault and landing ships to carry their force far and wide, and launch the various attack and transport helicopters to support those ground forces. An Oceon Marine is lightly armed with a 30-06 carbine or 7.62 millimeter light machine gun, .45 ACP pistol, and a combat knife. Their armor is mostly fabric armor vests (think Kevlar) of a dark blue color, and their helmets are a black plastic skullcap lined with fabric armor on the interior and straps that run under their chins. Overall, a modern look. The Oceons have armored fighting vehicles, and again these are designed to be amphibious and light-footed. The blocky, squat, four man MBT-10 main battle tanks are armed with 90-millimeter rifled cannons in their geometric turrets and 50 and 30 caliber machine guns (co-axial and mounted to the commander's hatch behind a steel gun shield, respectively). They have a pointed pike nose and an otherwise regular square body, armored lightly save for the moderately armored but highly angled front glacis ( these are drawing inspiration from the Churchill, IS-3, and M1 Abrams). The wedge-shaped APC-34 APCs of the Marines are equipped with 20-millimeter motor cannons in small, forward mounted, square turrets with a single tube mounted to either side for wire-guided ATGMs and smaller 5.56 machine guns (coaxial and bow mounted) also in the armament list (drawing inspiration from the M113 and Bradley). All the while they are still capable of carrying twelve troops rapidly into battle behind armor capable of stopping anything below a heavy machine gun with armor piercing rounds. The tanks are painted the same dark blue as the infantry's uniforms. Logistics is vital and the Oceonic Forces are constantly drilled and well equipped to keep the Marines fueled, fed, and armed deep into any enemy territory they need to attack. [/hider]
