Personally, I don't see anything wrong with it because of a few reasons: 

1. You can get your PC all worked out and approved for S2 while you're waiting. 
2. You can see the others and what they have, where they are located, and possibly come up with connections before the official start. Even ideas of how to get them connected like small arc stories or how they would cross paths, etc. 
3. It gives the GMs a place to see who's the latest additions without having to find them in the OOC mountain of information. 

However, that final decision is up to the GMs really. I'm just stating the reasons that I think it would be a positive thing. XD
