I believe Kangutso wrote that in the latest Kyre Collab. It wasn't too grand, so it's easy to pass up. You might wanna re-read the collab's summary or the last couple paragraphs, I think.

Edit: I re-read the collab and there's no mention of a message to other Gods. I don't know what Kang's talking about xD

Edit 2: Oh, there actually IS a "message" to all Gods!
