I feel like it would make a lot more sense to just stick closer to how things went about in Fallout, which is obviously this RP's inspiration. After the cataclysm, things were mostly primitive for maybe a hundred years or so, but as the world became more livable, people rediscovered and/or adapted the technology of the old world. That would let you skip past the whole "fifteen hundred years of reinventing the wheel" thing.
