It's a show of dominance, yes, the whole point being to prove the Silver Crowns (and Reinor himself) are too strong to have their weaknesses exploited. It's the equivalent of a vampire wielding a stake as a weapon: use it against me, if you can. Is it the most logical and strategic choice? No. But it's deep-seated in tradition, and Reinor is much too confident to believe anyone could catch him so off-guard. If they're able to drive the crown into his flesh with a hammer strike or strike a solid blow on him at all, he is a weak leader, and might as well be dead anyway.
