Yes, you can absolutely play a gym leader. I just ask you have a location in mind (does not need to be in a city or town), and that they have a guideline as to what they base off for awarding badges. Also, they should have a team or Pokèmon for every level of trainer. So they will probably have more Pokèmon than the average trainer.
