I need more info, how does the alarm determine an attack? Where are they going after we beat them?

Kain wasn't originally intended to be an asshole but he can't handle how blasé everyone is about it all.
In less then 24hours an unexplainable giant attack rampaged the town then the next morning they were unexplainably targeted with attempted murder. 

Annnnnnd no one is even batting an eyelid! 
Kain is not accustomed to or ok with this, he is gonna find some of the weaker Meta's and try to make a smaller team within the organisation.
 
Like I said, just feel like I missed something in the intro...
