Nope, Oromis at the very least knew about it as fat as [url=http://inheritance.wikia.com/wiki/Non-verbal_manipulation]this[/url] says. But yeah I agree canon Galbatorix is too OP for this and his canon defeat did leave something to be desired on it's own :/
