So I can't speak for the GM, but I believe one needs to start from the ground up. So fer, you would start with a Growlithe and an Abra if you wanted those two pokémon in the future.

As to Keldeo, I don't believe legendaries are allowed, but it would be awesome in my opinion to have someone in charge of pokémon encounters or something like that.
