A duel between Council members is... Well, okay:

[list][*]1. It shows that the leaders of the clan can't put aside their differences. So, that WILL reduce faith in the Council.
[*]2. It'd function like any other duel. So, yes: she could have someone else fight in her place.
[*]3. The one character who probably shouldn't duel other members of the Council is the Chief under any circumstances. The Chief is meant to be a unifying force, not one that breaks bonds.[/list]

So, you CAN do it. What's your goal in a duel? And who would you ask to fight for you? (You CAN search for the best fighter you can, of course.)

Also remember that player characters are sort of "special" and better at their job than others.
