The basic ones you can learn whenever. Characters get classes like usual. I've already heard some people that would have their character attempt and fail a few times, then they learn it proper.

As for the evolved forms, that's a plot thing. I've already shown ranking up, but you'd still need to be taught and have the cards for it. 

And I might as well tack on character-specific cards. Simply put, you're only going to get one-off shots if they're a plot element OR you learn an advanced method. Who gets what is played out over time.
