Well, he probably wouldn't be able to talk correctly all at once. With deaf adults, it can take years to learn how to speak after getting appropriate hearing aids or cochlear implants. So learning how to correlate the new sounds he's experiencing for the first time with speech will take him a little while, and learning how to articulate appropriately himself will take even longer. But yes, he'll be able to speak and hear!
