A few minutes later, after realizing he had gotten away safely, he stopped to catch his breath. After he could breathe again, he looked at the city and noticed that the lights were off. They [b]were[/b] using Zapdos as a power plant.[/i] He then remembered reading something about legendaries in his father's journal. Pulling it out of his backpack he flipped through it until he got to the right page. [i] May 17: I got a call from a Professor Willow today, trying to raise money to test a theory he has. He thinks that it may be possible to manufacture new Stones using the power of legendary pokemon. Of course, if he went to any of the major companies the Regime would learn of it and he'd rather not get bogged down in bureaucracy, so he's raising the money himself.
