The big baddie in charge of keeping you rebels trapped in the maximum security complex?
I'd imagine him using 3 Magnetons, 2 Fortresses and a Steelix. Since he's regime, he makes his Fortresses use explosion and suicide bomb any would be issues. The Magnetons are for shocking and neutralizing rebels and their weapons. Steelix is the big guy who he uses to quell rebellions.

A very heartless law and order sort of person.
