It can take years of effort to get yourself considered the appropriate %disabled, for one. For two, mental health professionals aren't always well intentioned. Fuck, there was a report concerning a mental health professional in the military just a few months back that was telling someone who was having post-traumatic symptoms to [i]man up[/i] and I think he even suggested the guy commit suicide. So, even if you're considered disabled or to have a mental health issue due to your service, you're not always going to have proper care.
