There's only a brief section in the rules that say what powers will and won't fly (Stuff like Gravity manip, reality warping, etc). I'll usually judge a power, and tell you what needs to be fixed/redefined, and what doesn't.

It's on the OOC - I think it'll be for the best that you get the sheet along with the OOC, just to avoid continuity errors, and whatnot. Though, you can start by drafting stuff like appearance, personality, skill, powers, etc.
