1. Maintain a huge force
2. Refuse to make any diplomatic advances
3. Ally an equally threatening nation nearby

Things you have done to show signs of friendship:
1. N/A

Plus it is more fun if our nations have an inherent dislike, rather than a hug fest for Centran. Two empires should clash! Not sit around and stagnate I say.
