They won't suddenly begin jumping over mountains or resisting five arrows shot into their abdomen, yeah, it's only the capability. It's all based around willpower, so if someone's got an exceptional amount of willpower focused on one goal, they might be able to break in their soul and begin using Astartian Magic.
