Cool.

Now, I ruled that a nation could have up to 100 solar systems in its domain, and one inhabited planet for every 3 solar systems. 18 billion people can live on each inhabited planet.

This means the maximum population an empire can have is a little under 600 billion. 

Of course, the "average" empire should be about 50 solar systems, meaning a little over 300 billion people.

So this Federation of yours is kinda on the small side, being less than a third the average size. But that's okay- I'm just letting you know :lol

EDIT: 100 solar systems would be way too much for your nation, sense you don't have nearly enough people to back that up. Your population is too small for that much.
