18 billion people can live on each inhabited planet, one inhabited planet for every 3 solar systems.

65.58 billion people in your nation.

18*4= 72

So you have could have 4 FULLY inhabited planets, or 8 halfway inhabited planets, or 16 quarter inhabited planets, and so on...

To find out the size of your nation, multiply the number of inhabited planets by 3- that's how many solar systems you have.

EDIT: So your empire should be somewhere in the 30s at most, or in the teens at least, depending on how inhabited each planet is. Am I making sense? :lol

EDIT 2: If you don't feel like doing the math yourself, we can just say the Sol Federation has about 25 solar systems in its direct control
