Scare the others away from using it!

For all the new guys: only Shorticus has permission to use Replication Technology yet, like that seen in Star Trek. He is playing a group of only 10,000 people who's homeworld was destroyed, plus they don't have any weapons or powerful shields. 

As a result, I allowed him to have the replication tech so that his people wouldn't be killed right at the beginning of the RP.

The rest of you can't have it :lol
