Merpeople would work. OR you can just claim land on the map and I'll assign you a number. Claim land; make nation; have fun.

It's possible for you to share a nation with someone, of course, or to act as an organization within that nation. [@Frengo] and I both share a nation, for instance. Mercenary company - maybe.

But honestly, I'd just claim an empty piece of land on the map.
