I [i]think[/i] the idea is that the characters who "rate" a Talon are gonna be Gotham's heavy hitters, so to speak, so anyone who is considered a serious threat to the agenda of the Court of Owls is a target. This probably would mean that the vigilantes of the "green" variety are not targets of the Talons but could easily get caught up in the fray of a Talon attack if they happen to be in the vicinity of the characters who are targets. That said, the youngin's could happen upon an attack in progress and intervene or they could be chatting it up with one of the targets when a Talon suddenly attacks. That's the way I took it, anyways.
