I think everyone will be on the same page as far as power levels. I think everyone will be able to choose a single thing for their power (like lightening, telekinesis, etc.) so it will be more like super powers. As for power rules, there won't be too much of a limitation, but I will have to determine that as I go along. And, yes, there will be witches who work with the government.

Just to warn everyone, this will be the first roleplay I will be in charge of, so bear with me.
