Alright. My villains are more of a rogues gallery type thing. Led by one big bad. 
Now civilians. I find this rp works well if they know each other in their civilian lives. Maybe have a relationship. If so one figures out the others identity. 

 I have a few side characters. My guy is pretty much an electric controlling Batman now that I think about it. He has the standard dead parents and butler father thing. It helps in the Rp. A sidekick maybe...
