Interesting thoughts. I'd say the pipe bombs are fine, anyone with basic chemistry knowledge can crank out a few of those. Thought it's worth noting that even an underequipped military like the Irish Army would have ready access to safer and higher-grade explosives. As for armor-piercing rounds, I'd rule that building enough to equip a decent number of riflemen would take at least a week of nonstop effort, and I feel even that's pretty generous.
