[@Zardoric] Legendaries are First Come First Serve. Levels won't be a factor for this, I'm basing it more off Anime Mechanics. I just find they work better.

The Pokemon you start with... it can vary. If you're a brand new trainer just starting their journey, probably one, maybe two. If you're a veteran trainer looking for a new challenge, I'd say three or four. You can have as many as you want, but just keep it within reason is all I'm saying.
