It's a website where you can upload pictures and get a BBCode for them for you to just copy and paste.

The code will look something like this: img] linkto.jpg /img] In your post but will come up as an actual picture after you post like it shows in mine. (I took out part of the brackets so it'll show the gist of what I'm explaining)

If you look under the reply box just a little bit, there's formatting cheatsheet that shows all the different codes you might need working on this website. :)
