In due time. He has to restore his own powers by dealing with Kozz. Then he can work with restoring everyone else.

I think the way Zhystkrexas works is that his powers come from his contracts. Which have so far been sealed away in his vault. Given that Kininon is probably the only person with the power to get into it. Eyra would find it difficult to remove Zhystkrexas' accumulation of souls from underneath I'Zhystana
