As [@Light Lord] said, text in <> is for Pokemon only to understand. Nasir in that scene 'looks' human, but is actually a Pokemon. He's using his illusions to speak human. Also fucking Celes can talk to Dragonite so she's a special snowflake too. 

As for more snowflakeyness Pent has a Lucario who can communicate using auras, granted it's only really with him since they have a strong bond. 

Jesus fuck I have a problem with having talking Pokemon, I'm just going to go hide in a corner and cry.

Edit: After some deep, self reflection, I might remove Pent, or have him as a plot point later if no one interacts with him. [i]*muffled sobbing*[/i]
