[@Ophidian] Team Rocket has absolutely zero influence in the Viore Region. Period. Tried working with it before, didn't work out.

Any outside organizations have pretty much zero influence. Only Team Royal Skies has been noted to have any interest or activities in Viore. And they are a pretty closed organization, they have specialists for this kind of stuff.
