First, I'm not the GM, or a CoGM.  I'm just answering based on what I got from the Gm's previous posts.  So, I could be wrong.  
Either way, I think either of those abilities would be doable, but the bankai won't be right away since the GM wants our characters to start out with really basic abilities.  So if you'd really want to have a character with a bankai then your character would probably have to start out with something lower. I think he would allow the sharigan at its most basic.
