You automatically gain the same blocking proficiency as the weapon. However, using shields is a skill of its own. -There's a six-way melee weapon distinction between blade, axe and blunt, of two-handed or one-handed varieties. I recommend either making his adept skill 2H axe, or split into two apprentice skills; axe and blade. -By removing block, you free up one novice skill. Second languages other than Common Tamrielic are viable skills. Since Dax is connected to his homeland, but did not live there all the time, speaking novice Jel would make sense. Speech is more than just your character's vocabulary, rather, it is a combination of persuading, spinning lies, inspiring allies, discouraging rivals, knowing jargon and putting out an agreeable personality.
