I've heard it about a few times, though I can't say it's common. Must be a unit or post specific thing. THough each time it was not used in a sexual way. More of a work way, implying that if soembody doesn't protest then it's probably ok to borrow some equipment or to just take care of soemthing without higher up permission. Usually for trivial tasks.
