[@Vongola_Hasayo] even though Penny is still very much a child with no actual skill in magic or combat, she expresses qualitiess that reflect the ideals of Golems Hand.

Her magic as a Muse lends itself more to fitting in Harpy's Wing, but as far as everyone is concerned she doesn't have any magic. Plus Golems Hand is technically closer to where she lives (it's not secluded by a lake) so it'd be easier for her to have hung out there.
