Hmmm...something confuses me about Samantha's powers. She says she cannot control the weather that's already in place. Whether the weather is rainy sunny cloudy snowing, raining etc, it's always be naturally set in place. Even a clear night sky is the natural state of the weather. So how does Sam manipulate or control the weather if, no matter what type of weather it is, it is always set in place. Or....like...fore example,

It's raining really hard. Samantha can stop the rain and make it snow, but she can't amplify the already existing rain. Is that what u mean by her powers? 

So when Will ask her if the sunny day is her doing and says no, does it mean that she can't manipulate the currently existing sunny day, but she can replace it with a different weather phenomenon?
