Okay in order to keep peace amongst the people I have fully decided on some things 
Telepathy must speak to the owner of the character before proceeding. Unless it is a random npc

I will be watching everyone more closely to ensure no one goes to far
If I miss someone going to far let me know and we will go from there

I'm going to put a three warning system where if a power goes too far too often at the third warning it must be removed.

Also I have two co gms who can implement this when I am gone. If a decision cannot be made they must wait.

This is meant for fun not for stress so please try to discuss these things in a non aggressive manner...don't kill each other basically.
