There are countless men afflicted from the war that have sunken into poverty, into a life of crime just to make a living. It is the start of a new decade, the beginning of the Roarin' Twenties, the Jazz Age, the Golden Age Twenties, and to the French "Années Folles", the Crazy Years; 1920. Based in Southern London, crime is rampant across the city itself. The coppers are having a hard time controlling unruly, unsavory citizens in the poverty-stricken areas of London. Gangs patrol the streets at night, and stake claims over territory. There are many gangs in London, the Chinese, the Armenians, the Turks, the Italians who rule in the East End, and then, there are the Jolly Roughers, a home brewed street gang, among many others. The Jolly Roughers are known to the locals by their familiar dapper appearances, and their flat caps. For three solid years they've controlled a good quarter of the illicit, underground gambling areas. 6 months prior, the Roughers, as they are called by the locals, took a recent hit in numbers after a vicious street war burst out onto the streets between their rivals, the Thorny Adders. Before the attack, they were 18 men strong, afterwards? Their numbers have dwindled to a mere 10.
