I dunno- see the OP for how I sortve want to handle standard D&D races in this one, which I include dragons in. Talking dragons strike me a bit too 'classic high fantasy' for what we're going for in this RP. Sorry if this judgement call seems a little idiosyncratic.

But- pirate factions are a-ok!
