Hmm. Tough one. I'd really need to see the character sheet before being able to tell if it was a good fit or not. As for guidelines we'd be looking at someone who can transform into [i]one[/i] alternate form when under the influence of neon--muscle growth and such would need to stay within reason for standard street-level super powers, and it would be one of the powers like Dante's that would only have a full powered mode (so only about 5 min per pill). If you need a rough estimate for capability's sake, I'd say a grizzly bear might be a decent benchmark (plus or minus some bits).
